State Mortgage & Investment Bank (SMIB) is a state-owned Licensed Specialised Bank operating in Sri Lanka. It functions under the regulatory oversight of the Central Bank of Sri Lanka and holds a distinct mandate within the nation's financial sector.

The bank is widely recognised for its public service role, often branded as the "Housing Bank to the Nation." Its primary institutional purpose is to support national development objectives by facilitating access to housing finance for the Sri Lankan populace, contributing to improved living standards and economic stability.

Historical Evolution

The institutional lineage of SMIB dates back to the colonial era with the establishment of the Ceylon State Mortgage Bank in 1931. This early entity laid the groundwork for a state-led mechanism dedicated to providing long-term credit, primarily secured by property.

The modern institution was formed through the enactment of the State Mortgage & Investment Bank Law of 1975. It commenced operations in its current form in 1979, consolidating its focus on development banking. In 1998, its status was formally recognised when it was designated as a specialised bank.

Products and Services

The core of SMIB's business is public housing finance. The bank provides a range of mortgage and housing loan products designed to cater to various segments of the population, reinforcing its identity as a key player in the national housing sector.

Beyond its primary focus, SMIB has diversified its credit portfolio to include other forms of lending. These offerings include facilities backed by the Employees' Provident Fund (EPF), loans for small and medium-sized enterprises (SMEs), vehicle finance, and general personal loans for various consumer needs.

To support its lending operations and provide comprehensive banking services, SMIB also offers liability products. These primarily consist of public savings accounts and fixed deposits, which serve as a crucial funding source for the institution.

Financial Scale and Performance

As of 30 September 2025, State Mortgage & Investment Bank reported total assets of Rs. 57,105 million. On the same date, its customer deposits stood at Rs. 51,516 million, while net loans and advances to customers amounted to Rs. 43,154 million.

The bank's performance showed significant improvement in 2025, recording a profit of Rs. 1,543 million for the first nine months of the year. This figure contrasts with the bank's audited profit after tax of Rs. 32 million for the entire financial year of 2024, indicating a substantial shift in profitability.

SMIB maintains a physical presence across the country to serve its customer base. The bank's distribution network consists of 25 branches, providing access to its specialised financial services in various regions.

Strategic Context and Restructuring

The bank has been navigating a challenging financial environment. As of late 2024, sources indicated a capital shortfall of approximately Rs. 2.71 billion, prompting a series of strategic initiatives aimed at strengthening its financial position and operational efficiency.

In response to these challenges, SMIB has undertaken significant operational and strategic shifts. The institution has modernised its core banking platform to improve service delivery and internal processes. Furthermore, it has been actively restructuring its funding base to reduce its reliance on high-cost institutional term deposits.

Ownership and Governance

As a fully state-owned entity, the bank's governance and strategic direction are closely aligned with government policy. A significant development concerning its future ownership structure has been announced, involving a proposed transfer of the state's shares in SMIB to People's Bank, another state-owned financial institution. This transfer has received cabinet approval, but the process is pending and has not yet been completed.
