A LankaPay card halves the interbank fee

Almost every machine in the country sits on one network: LankaPay connects over 99.95% of ATMs in Sri Lanka, which is why withdrawing at another bank works everywhere. What differs is the card in your hand. The interbank cash withdrawal fee through LankaPay is Rs. 30, but with a LankaPay card it is Rs. 15.

For anyone who regularly uses machines outside their own bank, that is half the cost for the same transaction on the same network. It is worth asking your bank whether the card it issued you carries LankaPay before assuming the fee is fixed.

For a foreign card, the fee is flat and the ceiling is what matters

At Commercial Bank a foreign cardholder can withdraw up to LKR 50,000 in one transaction and pays LKR 400 for it. Because the charge does not vary with the amount, withdrawing 10,000 costs the same 400 as withdrawing 50,000 — four per cent in the first case, less than one per cent in the second.

The practical rule for visitors is therefore to take the maximum the machine allows, once, rather than smaller amounts as needed. Each additional visit adds another LKR 400 that buys nothing.

Decline the offer to bill you in your own currency

With a card issued abroad, the screen will often propose charging you in your home currency instead of rupees. That conversion is performed by the ATM operator at a rate it sets, and it is normally worse than the rate Visa or Mastercard would apply.

Choose rupees and let your own bank convert. The prompt is framed as a convenience, but accepting it is the most expensive decision available at the machine.

If the machine keeps your card or debits without dispensing

Note the time, the branch or location and the ATM number, and keep the slip. Raise the complaint with the bank that issued your card, not with the bank that owns the machine — only the issuer can take the dispute into the payment system and reverse the amount.

Where an amount leaves the account and no notes come out, the reconciliation between the two banks normally finds the difference by itself within a few working days. Lodge the complaint the same day regardless, so that you have a date and a reference number to follow up with.
